A BILL to amend article five, chapter twenty of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section twenty, relating to providing a year-round fifty percent reduction in campground rental fees for veterans with a total and permanent disability of the lower extremities.

Be it enacted by the Legislature of West Virginia:
That article five, chapter twenty of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section twenty, to read as follows:
ARTICLE 5. PARKS AND RECREATION.
§20-5-20. Discounts for West Virginia veterans who are totally and permanently disabled in the lower extremities.

The director shall issue a discount card to West Virginia veterans who are totally and permanently disabled in their lower extremities which would provide a year-round fifty percent reduction in campground rental fees for each campsite to be used exclusively by the eligible camper. In order to be eligible for the reduction, the person shall document that he or she is a resident of this state, is an honorably discharged veteran of any branch of the armed services of the United States, and has a completely service-related total and permanent disability of the lower extremities. The director shall propose legislative rules in accordance with article three, chapter twenty-nine-a of this code setting forth the documentation which is necessary to prove eligibility.


NOTE: The purpose of this bill is to provide a year-round fifty percent reduction in campground rental fees for state veterans with a total and permanent disability of the lower extremities.
